What is the CIDADÃO Application Project?

CIDADÃO is an innovative Digital Justice application designed to support the digital transformation of the Portuguese Peace Courts (Julgados de Paz) through the integration of Artificial Intelligence (AI) and Blockchain technology.

The project aims to modernize judicial processes by providing a secure, transparent, accessible, and citizen-centered digital environment. It supports the management of judicial proceedings, from the initial submission of a claim to the registration, verification, and long-term preservation of final judicial outcomes, including judicial decisions and court-approved settlements.

At the core of the application is an AI Registration Orchestrator, responsible for coordinating the registration lifecycle through document classification, metadata extraction, validation, registration preparation, and workflow monitoring. Blockchain technology provides a trustworthy infrastructure for recording final judicial outcomes, ensuring integrity, immutability, traceability, and independent verification.

Importantly, Artificial Intelligence does not replace judges or participate in legal interpretation or judicial decision-making. Instead, it supports administrative and technical processes while preserving judicial autonomy and institutional responsibility.

Developed within the context of doctoral research at ISCTE – University Institute of Lisbon, the CIDADÃO project is grounded in a Systematic Literature Review of 78 international scientific publications, business process analysis, stakeholder collaboration, and the development of a navigable proof-of-concept prototype.

CIDADÃO represents a step toward a more transparent, trustworthy, efficient, and sustainable Digital Justice ecosystem, placing citizens, technological innovation, and judicial integrity at the center of digital transformation.
